The Mississippi Lottery Bill was passed by the Mississippi Legislature in a special session in 2018. The Bill was signed and approved by Mississippi Governor Phil Bryant shortly after. Governor Bryant has appointed the Mississippi Lottery Committee to organize, implement and oversee the Mississippi Lottery. The Mississippi Lottery Corporation will determine the games to be played in the state of Mississippi; the legislation sites examples such as Powerball, Mega Millions, Pick 2, Pick 3, Pick 4, Pick 5 and various scratch offs.
The bill establishes the Mississippi Lottery Corporation, run by a five-member Board of Directors. The Board members are appointed by the Governor with the advice and consent of the Mississippi Senate. Once confirmed, the Board members will have five-year rotating terms, with no member able to serve more than two terms.
The Board is authorized to hire a full-time President of the Corporation to oversee the day-to-day affairs of the lottery, subject to the approval of the Governor. Once constituted, the Board will determine the process for solicitation of applicants for President and make a selection subject to the Governor’s approval. This process should take several months, even under the best of circumstances.

AN ACT TO CREATE A STATE LOTTERY; TO PROVIDE THAT THE STATE 2 LOTTERY SHALL BE ADMINISTERED BY THE MISSISSIPPI GAMING 3 COMMISSION; TO PROVIDE THE POWERS AND DUTIES OF THE MISSISSIPPI 4 GAMING COMMISSION REGARDING THE STATE LOTTERY; TO PROVIDE FOR THE 5 DISPOSITION OF PROCEEDS RECEIVED FROM THE SALE OF LOTTERY TICKETS; 6 TO CREATE THE MISSISSIPPI ADEQUATE EDUCATION SUPPLEMENT FUND INTO 7 WHICH 25% OF THE PROCEEDS COLLECTED FROM THE SALE OF LOTTERY 8 TICKETS SHALL BE DEPOSITED; TO PROVIDE THAT THE MONEY IN THE FUND 9 SHALL BE APPROPRIATED ANNUALLY BY THE LEGISLATURE TO SUPPLEMENT 10 THE MISSISSIPPI ADEQUATE EDUCATION PROGRAM; TO CREATE THE 11 EDUCATION INFRASTRUCTURE SUPPLEMENT FUND INTO WHICH 75% OF THE 12 PROCEEDS COLLECTED FROM THE SALE OF LOTTERY TICKETS SHALL BE 13 DEPOSITED; TO PROVIDE THAT 15% OF THE MONEY IN SUCH FUND SHALL BE 14 APPROPRIATED ANNUALLY BY THE LEGISLATURE TO THE STATE BOARD FOR 15 COMMUNITY AND JUNIOR COLLEGES TO BE ALLOCATED BY SUCH BOARD FOR 16 CAPITAL IMPROVEMENTS AT THE VARIOUS COMMUNITY AND JUNIOR COLLEGES 17 IN THIS STATE IN THE AMOUNT RECOMMENDED BY THE INFRASTRUCTURE 18 COMMISSION FOR EDUCATION;
